The alternatives analyzed in this document are the result of an iterative process to present information to
the resource agencies, obtain their input, incorporate modifications into project design, and present the
revised plan. Seven interactive meetings were held between March 1999 and February 2000 to facilitate
this process as discussed below. The resource agencies listed below were participants in the process and
are also part of the larger SEC.

The first interactive working meeting occurred on March 25, 1999. At that meeting, anticipated project
schedule and project approach as well as the data sources available were presented. Resource agency
staff requested additional information on the borrow sites and some receiver sites, as well as a comparison
